Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator noted in a analysis released ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these political entities, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the performance of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
